** High Need Fund (HNF)
The High Need Fund was established to provide funding support for school districts with "High Need Students". These students are special education students whose educational costs exceed three times the district's current expenditure per Average Daily Attendance (ADA). Reimbursement to districts under the HNF for qualifying students is made without regard to disability or placement. Students who may trigger the fund include: students with personal aides and/or nurses, students with tuition and transportation costs for contractual placements, students with a large amount of related services, and students receiving one-on-one instruction.
** Local Tax Effort Billback
Made available by DESE. Section 167.126, RSMo requires the domicile school district (not a special school district) to pay an amount to another school district providing education services to a student placed from the domicile district into that district by the Department of Mental Health, Department of Social Services, or a court of competent jurisdiction, equal to its average sum produced per child by the local tax in the domicile district.
** Public Placement Fund
Reimbursement from DESE for educating both IEP and non IEP students placed within a non-domicile district by the Division of Family Services (DFS)/Children's Division (CD), the Department of Mental Health (DMH), the Division of Youth Services (DYS), or a Court of Competent Jurisdiction. Funding is available when the educational cost of these students exceed the revenues received by the serving district.
