The Schools First Initiative - Prop A:

Proposition A is a citizen initiative on the November 4th state ballot. It is estimated that Prop A will provide over $100 million per year in new funds for schools statewide without raising property or income taxes. The official fiscal analysis by the State Auditor of Missouri has determined that State governmental entities will receive an estimated $105.1 to $130.0 million annually for elementary and secondary education, and $5.0 to $7.0 million annually for higher education, early childhood development, veterans, and other programs.
Prop A will eliminate Missouri's outdated, complicated $500 "loss limit" regulations, which do not exist in any other state. This proposition will limit the number of casinos in Missouri to those already built or under construction.
The Schools First Initiative specifically prohibits the existing and new school revenues provided by the casino tax to be used for any other purpose. It prohibits the legislature from using these revenues to replace or supplant any other education funds. It requires the State Auditor to ensure that school revenues are being increased and used for education as intended by the initiative by requiring annual audits.
